Comic book swipes and homages, along with art that appears to have been--at least in part!-- inspired by other art. And there's lots of the Silver Age Fantastic Four here because that was just about my favorite comic book back then!

I always come back to asking why he did this so often, when other projects have shown that he didn't need to.

From what I have seen this was Buckler's way of working at least on the superhero comics; check out his earlier Marvel work, Avengers #101, 102, etc., these were a couple of years prior to his FF run and there's a lot based on Adams and Buscema's work. As for the FF specifically, I have read online that he was encouraged to swipe Kirby; but then again I've also read where he has stated it was his "own idea." So who knows. At any rate, it's apparent Marvel wanted to make sure the finished FF product had that classic 1960s Kirby-Sinnott look...so basically here Buckler was providing Kirby layouts for Sinnott.
